‘Europe invaded: 2022, 1683, 451, 479 BC’. I refer to Kyiv (2022), Vienna (1683), Chalons-sur-Marne (451) and Plataea (479 BC): Europeans had just finished celebrating the 2500th anniversary of that victory, when another massive force from the east launched an invasion of Europe. What is it about Eurocentric ideals that inspires resistance to continental invasions? Does success have anything to do with European’s superior organizational ability? Political and Parliamentary institutions in nations fronting the Pacific Ocean underwent fundamental (organic) changes in 1867 (Canada) and in 1889 (Japan) and 1901 (Australia). How do newly-founded nations learn from the experience of other nations; the topic is not limited to missions dispatched by Japan and China before and after the turn of the 20th century. Do divergences in the host political culture – if not outright contradictions – enable the ‘learning’ nation to avoid charges that it has ‘copied’ foreign political culture?

Some of these include consultation, negotiation, recording of disputes, choreography in ordered discourse and composition of procedural studies and treatises. What is the state of today’s scholarly art in identifying progress in statecraft into the renaissance and beyond?

AHA meeting in New Orleans, USA (6-9 January 2022)
Dear Colleagues,
As you know the 2021 annual meeting of the American Historical Association (January, 2021; Seattle) was cancelled, along with the International Commission’s program at that event.
There is much optimism that the AHA meeting in New Orleans (6-9 January 2022) will take place. ‘We are planning to hold an in-person meeting and are working with the hotels and others on how to meet safely. We will regularly update members via our website as our plans evolve’. Several IC colleagues have remarked to me that New Orleans should be an attractive destination, especially at that time of the year.
So in my recent last blast-email I sent out the CFP Call for Papers (a) to all IC members (in my rolodex) and (b) scholars who attended the NYC conference (2020) for whom I have email addresses and (c) all those who signed for the Seattle conference. The information in this CFP duplicates that email.
All I need are (a) your name, (b) your institutional affiliation, if any, and (c) the title of your paper. Please respond by 15 May. My deadline to respond to AHA is 31 May. If I have questions, I’ll ask you. Please respond to

The International Commission for the History of Representative & Parliamentary Institutions scholars in the United States announce the following Call for Papers to be presented at the annual conference of the American Historical Association at Seattle, 7–10 January 2021. The International Commission has been an Affiliated Society of the AHA since May, 2019

Topic A:
Pacific Rim parliamentary history: 1850-1945
The panel will survey parliamentary institutions from 1850 to 1945 in countries that face the Pacific Ocean: during this interval, what role do technological progress and economic change play in the history of these institutions?
Topic B:
Constitution writing and parliamentary organization in the Atlantic World 1775-1815
In the forty year study interval (1775-1815) 523 constitutional instruments were composed or proposed. What do they have in common? Given the high failure rate of these constitutions, what were the enduring achievements of this outburst of top-down modelling? If enough proposals are received on the subject of constitutions imposed by force of French arms or on the subject of state constitution-making in the US, we will organize separate panels directed to these topics.
Topic C:
Elements of European political culture from the 11th century
Medievalists have isolated and studied specific elements in statecraft, such as consultation, negotiation, recording of disputes, choreography in ordered discourse, and the composition of procedural treatises. What is the state of today’s scholarly art in the study of statecraft as an emerging collection of skills and logics? Presenters are invited to center their attention on an author who has made a major contribution to the elements of statecraft from the 11th century or on an interval in which notable progress was made.
The International Commission welcomes submissions from scholars interested in the history of parliamentary institutions. The Commission is an American Historical Association Affiliated Society. Its scholars participated in AHA’s most recent conference (New York City, 3–6 January 2020). The ICHRPI was founded in Lausanne in 1936 and has been continuously active throughout the world since its re-founding in 1950 in Paris. The 71st conference of the ICHRPI will be held from Tuesday, 16 July to Thursday, 18 July2019, at the Congress Center of Andorra la Vella (Principality of Andorra).
In 2019 Andorra will celebrate the sixth centenary of the founding privilege of the Consell de la Terra, the old parliament of this small country in the midst of the Pyrenees. It is the perfect occasion to discuss in our congress the processes that followed the first participatory assemblies to become democratic parliaments. It will also allow us to focus our attention on the particular forms they adopt in small states/microstates. Parliaments are at the center of the political life of these small countries, very close to the citizens, and are they are the heirs of the ancestral forms of community representation.

Liebe Kolleginnen und Kollegen!
Die österreichische Sektion der ICHRPI lädt gemeinsam mit dem Institut für Rechts- und Verfassungsgeschichte der Universität Wien zur 70. Konferenz der ICHRPI nach Wien ein. Anlass ist das 100-Jahr-Jubiläum der Staatsgründung von Deutschösterreich am 30. Oktober 1918.
Diese 70. Konferenz der ICHRPI wird vom 10. bis 13. September 2018 überwiegend in den Räumen der Rechtswissenschaftlichen Fakultät der Universität Wien, Schottenbastei 10-16, 1010 Wien, stattfinden. An einem der Konferenztage ist eine Exkursion nach Eisenstadt (Burgenland) und – in Kooperation mit der ungarischen Sektion – nach Sopron (Ödenburg) geplant.
Das Generalthema lautet:
1) Parlamentarismus und Staatsgründung
Dieses Thema soll in zumindest zwei Richtungen näher betrachtet werden: a) Parlament und Staatsgründung im Allgemeinen (insbesondere die Bedeutung von konkreten Parlamenten bei der – erfolgreichen oder bloß versuchten – Gründung neuer Staaten) b) Glanz und Elend des parlamentarischen Konzepts 1918 (-1938) Hier kann die Rolle des Parlamentarismus im Rahmen der Staatsgründungsvorgänge um 1918 untersucht werden – welche Erwartungen waren mit der Parlamentarisierung verbunden und wie erwuchs daraus die Krise des Parlamentarismus in der Zwischenkriegszeit?
Als weitere Themen sind vorgesehen:
2) Die Qualität von (parlamentarischer) Gesetzgebung
Dabei geht es um Fragestellungen wie: Was macht die Qualität parlamentarischer Gesetzgebung aus? Wie kann man die Qualität von Gesetzen messen? Welche Maßnahmen zur Qualitätssicherung, welche Mechanismen zur Qualitätskontrolle begegnen in der Verfassungsgeschichte?
3) Parlamentarische Infrastruktur: Gebäude, Hilfsämter, Technik
Anlass dafür ist die Renovierung des Parlamentsgebäudes in Wien und die Übersiedlung des Parlamentsbetriebs in ein Ausweichquartier.
Die Frist für die Einreichung der Vortragsvorschläge endet am 30. April 2018. Dear colleagues!
The Austrian section of the ICHRPI invites together with the Institute for Legal and Constitutional History of the University of Vienna to the 70th conference of the ICHRPI in Vienna. The occasion is the 100 year anniversary of the foundation of the state “Deutschösterreich” (“German Austria”) on 30th of October 1918.
This 70th conference of the ICHRPI will take place from 10th to 13th of September 2018 mainly in the premises of the Faculty of Law of the University of Vienna, Schottenbastei 10-16, 1010 Vienna. On one of the conference days an excursion is planned to Eisenstadt (Burgenland) and – in cooperation with the Hungarian section – to Sopron (Ödenburg).
The general theme is the following:
1) Parliamentarianism and state founding
This theme should be closer considered at least from two angles: a) Parliament and state foundation in general (particularly the importance of concrete parliaments during the – successful or merely attempted – foundation of new states) b) Glory and misery of the parliamentary concept 1918 (-1938) Here the role of the parliamentarianism can be explored within the framework of the state founding processes around 1918 – what expectations were related to the parliamentarization and how did the crisis of parliamentarianism arise in the interwar period?
Further themes of discussion:
2) The quality of (parliamentary) legislation
This may include questions such as: What determines the quality of parliamentary legislation? How is it possible to measure the quality of laws? What kind of measures for quality assurance and mechanisms for quality control can be encountered throughout the constitutional history?
3) Parliamentary infrastructure: building, assistance offices, technology
The reason for this is the renovation of the parliament building in Vienna and the transfer of the parliamentary operations to an alternative location.
The deadline for submission of proposals is 30th of April 2018. La section autrichienne d’« ICHRPI »/de la CIHAE en collaboration avec l’institut d’histoire du droit et d’histoire constitutionnelle de l’Université de Vienne vous invite à la 70e conférence d’« ICHRPI »/de la CIHAE à Vienne, à l’occasion du 100e anniversaire de la création de l’Etat « Deutschösterreich » (« l’Autriche allemande ») le 30 octobre 1918.
Cette 70e conférence d’« ICHRPI »/de la CIHAE aura lieu du 10 au 13 septembre 2018 principalement dans les espaces de la faculté de droit de l’Université de Vienne, Schottenbastei 10-16, 1010 Vienne. Une excursion à Eisenstadt (au Burgenland) et à Sopron (Ödenburg) – en coopération avec la section hongroise – est prévue lors de l’une des journées de l’événement.
Le thème général est le suivant:
1) Parlementarisme et création d’Etat
Ce thème doit être analysé au moins sous deux angles : a) Parlementarisme et création d’Etat en général (en particulier l’importance des parlements concrets pour la création des nouveaux Etats – avec succès ou restant seulement une tentative) b) Eclat et misère du concept parlementaire de 1918 (à 1938) Sur ce point, le rôle de parlementarisme peut être analysé dans le cadre des processus de création de l’Etat autour de 1918 – quelles attentes étaient liées au parlementarisme et comment évolua la crise du parlementarisme pendant l’entre-deux-guerres?
D’autres thèmes au programme:
2) La qualité de la législation (parlementaire)
Dans ce contexte, des questions telles que: Qu’est-ce qui constitue la qualité de la législation parlementaire? Comment mesurer la qualité des lois? Quelles mesures pour l’assurance qualitative, quels mécanismes pour le contrôle de la qualité rencontre-t-on dans l’histoire constitutionnelle?
3) Infrastructure parlementaire: bâtiment, offices d’aide, technique
La raison en est la rénovation du bâtiment du parlement à Vienne et le déplacement des activités parlementaires vers un hébergement alternatif.

Following the 68th conference in Palma de Mallorca in September 2016, the Commission has chosen Orléans as home to its 68th conference. The event will be hosted by the Comité d’histoire parlementaire et politique, the University of Orléans, the Mayor of Orléans, the Mayor of Blois, the Regional Council of Centre-Val de Loire and the French Senate (Paris).

Following the 66th conference in London in June/July 2015 and the 67th conference held as part of the Comité International des Sciences Historique [CISH] XXII congress in Jinan, China, in August 2015, the Commission has chosen Palma de Mallorca as home to its 68th conference. The event will be hosted by the University of the Balearic Islands.
Main conference theme: Multilevel Parliaments
Contributions are welcomed on themes such as regulation, operation, composition, representation versus governability and parliamentary transparency.

Remit and Context
The political institutional reality of most of the world indicates a multilevel structure within the scope of parliaments. Along with the parliaments of states, sub-state legislative chambers in decentralized states can be found alongside the parliaments of states, and in recent decades new legislative institutions as the European Parliament or representative assemblies of supranational entities such as the Parliamentary Assembly of the Council of Europe. In addition to this central issue, this conference will reflect on forms of political representation, with special attention to parliamentary representation throughout history. As a base of both studies, it is also appropriate to introduce a third theme focusing on the sources of parliamentary history. We are keen to receive proposals from historians, jurists, political scientists, and archivists to provide us with their thoughts on different forms of sources, their classification, information management and their possible applications for parliamentary studies. Finally, given that the conference will be held in Mallorca, submissions are welcomed on the comparative reflection of the scholars of the representative assemblies of the Crown of Aragon.

Grants for scholars to attend the Palma de Mallorca Conference of ICHRPI/CIHAE2016
Applications are invited for grants available to support younger scholars without permanent employment or other adequate financial subsidy to attend this conference on 7-9 September 2016.
The awards will consist of the conference fee, one year’s subscription to the ICHRPI (which entitles members to a free copy of its journal Parliaments, Estates & Representation), and a contribution towards travel and hotel costs.

The theme of the conference is MAKING CONSTITUTIONS, BUILDING PARLIAMENTS: CONSTRUCTING REPRESENTATIVE INSTITUTIONS, 1000-2000
The year 2015 marks two anniversaries of enormous significance in the history of English, and British constitutional and legal history: the 800th anniversary of King John’s acceptance of Magna Carta, the great charter of liberties of the English nation in 1215; and the 750th anniversary of the Parliament summoned by Simon de Montfort in 1265, following his defeat of King Henry III in a civil war which was the culmination of a baronial revolt.
The conference will take 1215 and 1265 as a starting point for an exploration of the initiation and development of political institutions from the early Middle Ages onwards, and an assessment of their role in state formation or nation building. It will consider the significance of foundational documents and events such as Magna Carta and the de Montfort Parliament and how these – and the historiography of Parliaments – became so important in the subsequent history of Parliament and political institutions.

The International Commission for History of Representative and Parliamentary Institutions is affiliated to the International Committee of Historical Sciences. It was founded in 1936 and its main aim is the discussion and publication of research into the representative and parliamentary institutions.
The Commission is made up of university professors and officers of parliaments of many diverse European, Asian and American countries; being Italy, UK, Belgium and Spain the divisions with the largest number of members.

The Commission has chosen the City of Cadiz as home to its 63rd Conference, which will form part of the programme marking the Cortes of Cadiz of 1812 bicentennial. Therefore, papers are especially invited on the main conference theme The CORTES of CADIZ and the FIRST SPANISH LIBERAL CONSTITUTIONALISM, and its INTERNATIONAL IMPACT – a theme established in order to acknowledge the value of the influence of the Cortes in the models for Liberal constitutions both in Europe and the new Latin American states.

The 52nd Conference of ICHRPI will take place at the Law Faculty, University of Györ, Hungary.
As you have already been informed, there will be no general topics this time. The Local Organizers will form sections on the basis of the registered papers, so every participant is given the chance to report about the own research work in the field of Parliamentary and Representative Institutions. Papers on the (re-)construction of representative parliaments (multi-party-system) after the end of an one-party-domination are especially welcome.
The conference will be opened on Wednesday, 28th August, 16.00. The section meetings will start on Thursday, 29th August, 9.00. Friday, 30th August, an excursion to Budapest (Houses of Parliament, University) is planned. The conference will end on Saturday, 31st August, 13.00.
The General Meeting will be held in the morning of Saturday, 31st August.
The languages of our Commission – English, French, German – and also Hungarian as the language of our hosting country will be languages of the conference.
For registration please use the Registration Form attached. The registration fee, covering the excursion to Budapest, coffee and conference material etc, will be EURO 75,-.
